European Commission unveils 2025 work programme
Upcoming EU priorities for this year
The Commission's 2025 Work Programme focuses on competitiveness, security, and economic resilience. Various initiatives stand out for their impact on health, equity, and wellbeing, such as the new Action Plan on the European Pillar of Social Rights, the Affordable Housing Plan, and the Quality Jobs Roadmap, which includes the right to disconnect.
Efforts to tackle discrimination and structural inequalities include an LGBTQIA+ Equality Strategy and an Anti-Racism Strategy. The Water Resilience Initiative and the Oceans Pact seek to support blue policies. Among the initiatives already launched, the European Action Plan on the cybersecurity of hospitals and healthcare providers aims to improve health data protection, while the Vision for Agriculture and Food addresses sustainability and food security, yet without any reference to health. Green-related actions include the Affordable Energy Action Plan and the Clean Industrial Deal.

European Parliament Committee for Public Health and WHO meet for the first time
Discussions focus on key health priorities, including healthy ageing, climate action and the digital transition
The European Parliament Public Health (SANT) Committee hosted a dynamic exchange with Hans Kluge, Director of the WHO Regional Office for Europe, addressing critical health challenges. Key takeaways included the importance of healthy ageing through disease prevention and social support, as well as the urgent need for climate action. Dr Kluge also emphasised the importance of preventing non-communicable diseases and strengthening tobacco control alongside advancing digital health.
The second day of the SANT Committee meeting shed light on the priorities of the Polish Presidency of the Council of the EU. These include supporting the implementation of the European Health Data Space, strengthening public health, advancing the Critical Medicines Act, as well as health and cybersecurity of hospitals.

The next EU long-term budget
European Commission outlines key challenges that will shape the next Multiannual Financial Framework
The Communication outlines the Commission’s vision for the next MFF, stressing that the EU budget is central to all policy actions. Key challenges include a fragmented funding landscape, complex rules, and delayed implementation that reduce EU spending impact. It also notes shortcomings in research, innovation, defence investment, and regional disparities.
The Commission proposes a simpler, performance-based budget. Initiatives like a European Competitiveness Fund, revamped external financing, and new own resources will be used to mobilise investment, repay debt, and support climate resilience, a reformed Common Agricultural Policy, and the green, digital, and social transition. The Commission invites citizens to engage in shaping the next budget, launching a public consultation and a Citizens’ Panel before a formal proposal is presented in July 2025. Agreement on the next MFF will have to be reached by the end of 2027.

The Commission reveals the 'Competitiveness Compass'
EU priorities for competitive and resilient economies
The Competitiveness Compass is a roadmap to guide the EU’s competitiveness agenda. The initiative aims to drive advances in technology, clean energy, and industrial growth while tackling a long-standing productivity gap. President Ursula von der Leyen emphasised that Europe’s skilled workforce and strong capital can help overcome barriers if swift action is taken.
The Compass, inspired by the Draghi report, outlines three main areas of action: innovation, decarbonisation, and security, with key enablers such as regulatory simplification, new financing mechanisms, skills promotion, and better policy coordination. In the health sector, the Compass highlights the importance of supporting active and healthy ageing, advancing the implementation of the European Health Data Space (EHDS), and strengthening access to medicines.

Tackling ultra-processed food for a healthier and just food system
Ahead of the launch of the European Commission’s Vision for the Future of Agriculture and Food, EuroHealthNet has published a new Policy Précis on the health risks of ultra-processed foods (UPFs) and the urgent need for regulatory action. The précis focuses on front-of-pack labelling, marketing restrictions, and improved access to healthier alternatives to reduce the consumption of UPFs and protect public health. Revitalising the health promoting school movement through Schools4Health
On 3 and 4 February, Schools4Health partners met in Cluj-Napoca, Romania. Led by EuroHealthNet, the initiative brings together health and education experts from 10 countries, aiming to make every school a health promoting school. Discussions focused on policy opportunities and the implementation of best practices in nutrition, mental health, and physical activity as entry points to the health promoting school approach and building a sustainable legacy.

EuroHealthNet urges Commissioners to prioritise health equity, social inclusion, and the Wellbeing Economy
EuroHealthNet has sent letters to the Commission's Executive Vice-President Roxana Mînzatu and European Commissioner Olivér Várhelyi, calling for stronger action on health equity, prevention, and wellbeing. The letters urge commitments to advancing the Wellbeing Economy, integrating health in social policies, strengthening mental health, and addressing child poverty, alongside priorities such as the European Plan for Cardiovascular Health and regulating ultra-processed foods.

Available now! Report of Exchange Visit on curbing the use of tobacco and nicotine products
EuroHealthNet, in partnership with the National Center for Public Health and Pharmacy (NNGYK) in Hungary, organised a members-only Country Exchange Visit in Budapest on curbing tobacco and nicotine products consumption. The report is now available and includes an overview of national inspiring practices, along with insights from discussions.

EuroHealthNet joins WHO Member States to discuss WHO/UNICEF Child and Adolescent Health Strategy
A consultation meeting took place on 18–19 February in Istanbul, Turkey, to build consensus on the strategy’s structure, content, and monitoring framework and establish a network to enhance child and adolescent health in the European region. EuroHealthNet also introduced the Schools4Health initiative to support its implementation.

New tool forecasts health impact of policy decisions targeting lifestyles
The Public Health Agency of Sweden has co-developed NCDSim, a new tool to simulate how lifestyle changes impact cancer and cardiovascular disease rates. The tool helps policymakers assess interventions that could improve public health and reduce healthcare costs.

Italian Health Behaviour Survey shows rates of (cyber)bullying in schools
A survey coordinated by the Italian National Institute of Health (ISS) shows that 15% of adolescents have experienced bullying or cyberbullying, with rates higher among girls and younger children. Findings have not only demonstrated the increase in bullying and cyberbullying, but also other harmful behaviours among adolescents in the post-pandemic period.

EIHW leads secretariat for the European Parliament Interest Group on Women’s Health
The European Institute of Women’s Health (EIWH) will serve as the Secretariat for the re-launched Interest Group of Members of European Parliament (MEPs) for Women’s Health. Co-chaired by MEPs Tilly Metz (Greens), Sirpa Pietikäinen (EPP), Stine Bosse (Renew), and Romana Jerković (S&D), the group will push for stronger policies on women’s health. Key priorities include: gender disparities in healthcare, maternal and reproductive health, cancer prevention, mental health, ageing, and gender-based violence

The Dutch Association of Mental Health and Addiction Care publishes perspectives for a mentally healthier 2035
De Nederlandse GGZ, working with MIND, the Netherlands Institute of Psychologists, and the Netherlands Psychiatric Association, developed a perspective on a mentally healthier 2035.The aim is to develop a working agenda, collaborate on practical themes, and strengthen partnerships for mental health support.

- EuroHealthNet presented its Policy Précis on “promoting and protecting health amidst the rising cost-of-living crisis” at the European Economic and Social Committee (EESC) hearings. The discussions will inform the EESC’s opinions on tackling the loss of purchasing power, growing inequalities, exclusion, and marginalisation across Europe.
- Speaking at a European Parliament event on integrating health into the European Semester–the annual framework helping national policies align with EU objectives and legislation–EuroHealthNet emphasised that health is a fundamental right as well as a return on investment. Discussions centred on integrating health indicators into the Semester.
- As a member of the EU4Health Civil Society Alliance, EuroHealthNet has expressed concerns over restrictions on civil society funding and advocacy focused on environmental and climate action. The Alliance warns that these limitations could undermine civil society’s role in shaping health policies across Europe.
- EuroHealthNet joined a call for stronger policies and coordinated efforts to improve cardiovascular health across Europe. This call follows the recent Council Conclusions on Cardiovascular Health.
- Ahead of the 2025 Global Conference on Air Pollution and Health, WHO and the health community are urging immediate action to tackle air pollution. EuroHealthNet has signed the call to action, and individuals and organisations are encouraged to show their support by signing here.
- A new Invest4Health publication examines how Smart Capacitating Investment (SCI) can reshape public health financing. The project tests innovative financing models to strengthen health promotion and disease prevention.
- SPRING 3.0 is a new initiative aiming to use play and sport to promote wellbeing and mental health for children, adolescents, and caregivers in southeastern Turkey, focusing on recovery following the earthquake and the Syrian war.
- The latest issue of Santé publique France’s journal examines how the COVID-19 pandemic deepened social and territorial health inequalities and calls for inclusive public policies and targeted outreach strategies to ensure equitable access to care.
- A study conducted at OsloMet found that social isolation increases the risk of early death by 15%, with lonely men facing an even higher risk.
- The German Alliance for Climate Change and Health (KLUG) has co-developed a free 90-minute course on climate and mental health for middle school students.
- The Irish Institute of Public Health (IPH) has released a series of 2024 activity reports, highlighting its work on alcohol, gambling, tobacco and nicotine products, breastfeeding, and Health Impact Assessment (HIA).
- The Trimbos Institute reports that while awareness of alcohol-related harms has increased, less than half of adults know that alcohol use increases the risk of cancer. Misconceptions persist, such as the belief that one glass of wine a day is healthy.
- The Flemish Institute for Healthy Living and Sciensano asked smokers about their smoking behaviour and intentions and attempts to stop. The study provides insights into the obstacles to quitting and recommends person-bound budgets to spend freely on six evidence-based cessation measures.
- The Federal Centre for Health Education (BZgA) has received a legal mandate to intensify nationwide efforts against sexual violence targeted at children and young people. The initiative aims to enhance professional training and support institutions in robust protection strategies.
- The National Institute for Public Health and the Environment in the Netherlands (RIVM) reports that socially responsible public procurement in the country has lowered greenhouse gas emissions and reduced raw material and water use. However, current efforts are not enough to meet climate targets.
- The Norwegian Directorate of Health has introduced a roadmap with 100 measures to reduce emissions and improve sustainability in the health and care sector.
- A new report from the Finnish Institute for Health and Welfare (THL) highlights that while most Finns feel safe, trust in political decision-making and healthcare systems has declined and provides practical recommendations to strengthen health equity, trust, and social support.
- The Swedish Association of Local Authorities and Regions (SALAR)’s analysis of gender differences in experiences with healthcare shows that women have lower trust in healthcare.

WHO/Europe presents the 2024 European Health Report
Action needed to fight rising rates of non-communicable diseases
The 2024 report warns that Europe’s health progress is stalling across all life stages. While child mortality remains low, mental health issues, obesity, and chronic diseases continue to rise, with one in six people dying prematurely from noncommunicable diseases. The report highlights growing health inequities, worsened by climate change, vaccine hesitancy, and financial barriers to care. WHO calls for stronger policies to promote prevention, universal healthcare, and long-term health system resilience.

EU intergenerational fairness strategy kick-off
On 20 February, the European Commission officially launched a new initiative on intergenerational fairness. The initiatives invites stakeholders to co-create a strategy that strengthens communication across generations and ensures that policies reflect the needs of both current and future citizens. The work will continue throughout 2025.

European Commission takes stock of Beating Cancer Plan
The review of Europe’s Beating Cancer Plan showcases ongoing efforts and successes: the vast majority of actions have been initiated and are being put into practice. However, there is no update on the revision of key tobacco directives nor on the other preventative legislative files.
The latest Country Cancer Profiles suggest that survival rates are improving, but inequalities persist in cancer prevention and care. Reaching EU targets on tobacco, alcohol, unhealthy diets, and air pollution could prevent nearly four million cancer cases by 2050.

Launch of the European Parliament Interest Group on Health Inequalities, Prevention, and Risk Factors
The Interest Group was launched by EuroHealthNet, Eurocare and EUPHA at a European Parliament event on 18 February. Several European Parliament members, representatives from civil society organisations, WHO and health attachés contributed to the discussion. Chairs and co-chairs of the group were selected, and work will now focus on making sure that health inequalities and major risk factors will not be neglected in the EU agenda.
