A compass for a Europe that cares, prepares and protects
Belgian Presidency of the Council of the EU launches La Hulpe Declaration on the future of Social Europe

EU stakeholders gathered at a high-level conference on 15-16 April to renew their commitment to the European Pillar of Social Rights. As a key outcome of the conference, the La Hulpe Declaration sets out social priorities for after the upcoming EU elections. These include quality education and training for all, healthy workplaces and fair working conditions, mental health, prevention, and affordable access to care. Findings from a Eurobarometer survey reinforce these priorities, with 88% of Europeans wanting a stronger social Europe. In anticipation of this declaration, EuroHealthNet called for a healthy, sustainable and inclusive Europe, with health equity and wellbeing at the core of policymaking. 

The conference also highlighted the Enrico Letta report on changes to the EU single market to ensure it delivers a sustainable future and prosperity for Europeans.  

“My Health My Right”
World Health Day spotlights quality healthcare and healthy environments as fundamental human rights.

Marking the occasion of World Health Day on 7 April, WHO called upon governments for greater political action around the rights of all to quality health services and healthy living environments. With the right to health linked to other fundamental rights, WHO invites other sectors such as finance, agriculture, environment and justice to actively engage. 

EuroHealthNet emphasises the importance of putting into practice Principle 16 of the European Pillar of Social Rights on timely access to affordable, preventive and curative health care of good quality.  Another crucial dimension to our right to health is clean air, as advocated by BEST-COST as it strives to measure the health costs of pollution.   

Cohesion is a European public good
New report shows that EU cohesion policy is key in improving economic, employment and social prospects. 

Leading up to the 9th Cohesion Forum, the report showcased the positive impact of cohesion policy in bridging disparities, particularly in areas such as employment, health services, digital transformation and environmental sustainability. It furthermore argues that future cohesion policy should better integrate the territorial dimension and make the delivery of the programme more effective. 

The Commission emphasised the important role of cohesion policy in tackling the housing crisis. Similarly, the European Committee of the Regions called for an EU Housing Agenda for better coordination towards healthier and more sustainable buildings. 

 

Health impacts of extreme weather and climate change are rising
European State of Climate Report underlines the strong link with health

The report provides an analysis of the climate conditions, trends and impacts in Europe, and underlines the importance of policies for climate resilient health services. 

There has been limited progress in integrating health adaptation measures into health system infrastructure due to factors such as low societal pressure and lacking awareness of the climate co-benefits to health. Increasing investments in public health systems would improve their capacity to respond to climate-related events and promote wider societal benefits.

Label2Enable develops quality label for health apps

Label2Enable gathered over 50 stakeholders to assess the usability of a quality health app label among individuals with limited digital health literacy. Working with digital health experts, EuroHealthNet examines how digital health app labels can better promote equity. 

BeWell invites health professionals to join the digital and green skills movement

BeWell is gearing up for a public consultation on its strategy to improve digital and green skills among the health and care workforce. The initiative is also organising a pilot training to address the urgent needs for digital skills for public health experts and other professionals. Read the latest newsletter for more info.

Public Health Wales finds that parents support health promoting schools

Welsh parents that were surveyed strongly supported for the role of schools in child online safety, prevention of smoking and vaping, and access to mental health support. Evidence shows that parental support is a key factor in enabling whole school approaches to health.  

Ireland and Scotland work on tobacco and vaping prevention

The Institute of Public Health in Ireland published a policy brief on a new UK ban on the sale of tobacco and vapes to anyone born after 2009, and its legal implications for Northern Ireland.

Public Health Scotland called for national and local action to stop tobacco smoking and youth vaping, identifying action areas that address price, availability, promotion and prevention. 

PROLEPSIS organises new information campaign on vaccination in Greece   

The campaign targets adolescents and parents with a migrant background, addressing common misconceptions about HPV and MMR vaccination and how to deal with them. These messaging is carried out as part of RIVER-EU, a project which aims to reduce inequalities in vaccine uptake. 

Spanish Ministry of Health proposes wellbeing indicator to evaluate impact of public policies

As part of the WHO Meeting on “Reimagining an economy for resilient and healthier societies that leave no one behind”, the Spanish Ministry of Health called on governments to make human and planetary wellbeing its highest political priority. This requires that legislative frameworks are put in place to evaluate public policies from a wellbeing lens. 

RIVM predicts work-related stress to increase over the coming 20 years

The increase in work-related stress will be caused by eight social developments, including the ageing of the workforce, the ascent of hybrid working, and an increase in workers who combine their work with informal care. The report points out that these developments are interrelated and can reinforce and accelerate each other. Holistic and integrated approaches should address the links between them.

News from the Institutions

2025 EU technical support for national reforms will address health system resilience and long-term care 

The Technical Support Instrument (TSI) offers EU support to Member States as they implement reforms to improve resilience and stimulate growth.

Announced today, some of the 15 TSI flagships for 2025 are particularly relevant for health. These include the EU Health Hub, which focuses on investments for resilient health systems, and support for addressing demographic changes to enhance long-term care. Other initiatives concentrate on skills development in public administration, digitalisation, and green practices.

Sexual and reproductive healthcare and abortion should be a fundamental right

A new European Parliament resolution (again) urges the European Council to amend the EU Charter of Fundamental Rights to include access to sexual and reproductive health as a human right. By doing so, the Parliament intends to counter a trend of new restrictions to existing protections that is seen globally as well as in the EU.

The resolution also says that abortion care should be an obligatory part of medical curricula and the EU should stop all funding to anti-choice groups.

WHO/Europe study cites growing concerns over cyberbullying, affecting one in six children 

The results from the Health Behaviour in School-aged Children (HBSC) study show a growing trend in cyberbullying, influenced by the increasingly digital interactions of children and young people. The findings call for more investments in evidence-based interventions to address online risks and support child and youth wellbeing. 

European Commission calls for better child protection systems

As part of the EU Strategy on the Rights of the Child, the Commission's Recommendation highlights the need to better protect children from violence. It calls on Member States to establish a framework for integrated child protection systems, improve cross-sectoral cooperation, respond to children's online safety needs, and protect them against the influence of commercial determinants.

Health ministers discuss the health workforce crisis and disease prevention 

In an informal meeting, health ministers discussed the possibility of an EU strategy to set out joint action to address shortages, increasing levels of stress and other challenges faced by the health workforce. Discussions also focused on EU action to prevent NCDs, including the delay of legislative measures promised under Europe's Beating Cancer Plan, such those relating to alcohol and tobacco control. 

Belgian EU Presidency focuses efforts on healthy diets for all

In efforts to align with the Sustainable Development Goals, the Belgian Presidency conference "Ensuring healthy diets for better nutrition for all" aimed to accelerate efforts and leverage partnerships towards more resilient and sustainable food systems, especially in the context of international development.

Another Belgian Presidency conference explored diverse perspectives on the Nutri-Score and other front-of-pack nutrition labelling systems to encourage consumers to make balanced and healthy food choices. Portugal recently became the eight country to adopt Nutri-Score. 

EU reflects on the impact of recovery funds and strategic investments and reforms 

An event marking the publication of the mid-term evaluation of the Recovery and Resilience Facility (RRF) reflected on a series of Member State investments and reforms, for instance in the fields of minimum income, civil justice and education.

Initiatives funded by the RRF demonstrated improvements in social and territorial cohesion, health system resilience and educational infrastructure. EuroHealthNet shared its takeaways from the event.

Alcohol control The Superior Health Council in Belgium proposes health warnings in marketing for alcoholic drinks, increasing the minimum age and introducing a minimum unit price to reduce harms linked to alcohol consumption

Alcohol control The Dutch Institute of Alcohol Studies predicts that most alcohol targets set out in the Dutch National Prevention Agreement will not be reached by 2040, particularly in view of the absent regulatory action due to industry interference. 

Child health Austria revised its child and adolescent health strategy, embedding health promotion measures from an early age and building on the 'Health in All Policies' principle. 

Child poverty No European country is free from child poverty - A report by Save the Children provides insights into national social protection systems and the European Child Guarantee

Equality AGE Platform and other equality networks call for a comprehensive equality framework against discrimination in the EU ahead of the next legislative mandate. 

Food security A draft of the EU’s Strategic Agenda, which sets out priorities for the 2024-2029 legislature, indicates that food security may be integrated as part of the agricultural policy - Euractiv

Food systems The United Nations Food and Agriculture Organization called for a paradigm shift towards a circular food system, which minimises waste while maximising resource use across the entire food value chain. 

Health inequalities Current trends in England predict that inequalities in health will persist until 2040. Progress will require long-term governmental and economic efforts to address underlying causes, such as poor housing, low income and insecure employment – The Health Foundation

Health policy Prompted by European Parliament calls for a stronger EU role in public health, the European Parliament Research Service identified various opportunities to strengthen the EU’s role, including supporting health workforce training and professional recognition. 

Homelessness While there has been progress in tackling homelessness in an inclusive way, more can be done, including by encouraging meaningful participation of people with lived experiences, underpinned by a human rights-based approach – European Commission

Intersectoral action A study by the European Observatory on Health Systems and Policies explores the co-benefits of intersectoral action achieved by a ‘Health for All Policies’ framework.

Long-term care European civil society organisations called for a European Long-Term Care Platform under the next EU mandate, building on Principle 18 of the European Pillar of Social Rights on the right to long-term care. 

Minimum wage A policy brief by the European Trade Union Institute finds that the EU Directive on Adequate Minimum Wages already shows an impact on national minimum wage-setting in one-third of the Member States. 

Physical activity A study carried out in a Swedish primary school shows potential in integrating physical activity in the theoretical teaching of different subjects to reach the recommended level of exercise among school-aged children – BMC Public Health

Public health WHO and IANPHI published a technical guide to facilitate country implementation of essential public health functions, which are fundamental for an integrated, comprehensive, and sustainable approach to public health. 

Quality education The European Commission advocates for increased investments for inclusive and quality education for all to accelerate progress on Sustainable Development Goal 4. 

School meals WHO/Europe published a policy brief on expanding the national school meal programme in Ukraine as a way to not only improve children’s wellbeing and educational outcomes but also the country’s economy. 

Sustainability A report by Eurydice explores whole-school approaches to sustainability, examining the extent to which ‘learning for sustainability’ is part of school activities and the support given to teachers and school leaders to facilitate this integration.  

Tobacco control Spain’s new anti-smoking plan includes measures around packaging, increased tobacco taxation and expanding the number of smoke-free public spaces – Euractiv

Wellbeing Wise Horizons published a theoretical framework of how narratives influence public policy, exploring how a new narrative can re-direct public policy away from economic growth towards sustainable and inclusive wellbeing.

Working conditions While flexible working conditions have increased in most EU countries, such arrangements are not accessible to all workers. Continued and broadened regulatory support is needed to facilitate this accessibility - Eurofound
